It was noted at the meeting that the bill (Reg. No. 2044) contains a range of amendments to the Law “On political parties of Ukraine” regarding regulation of financing parties. Provisions of the bill determine: sources of political parties’ financing; amount and procedure of voluntary donations of natural and legal persons, limitation of voluntary donations, measures of control over their receipt and usage.
Considering that, according to part three of the article 22 of the Constitution of Ukraine, during the adoption of new laws or amendments to the current laws limitation of content and volume of existing rights and freedoms is not admitted, analyzing provisions of the bill, the Committee recognized that provisions of the bill are non-contradictory to the law and this constitutional norm.
